Homeless Man Pepper Sprays Same Woman During New Woodbridge Altercation, Police Say

Officers from the Prince William Police Department apprehended a man who busted out pepper spray during an altercation with a female friend inside a Woodbridge apartment complex.

Travis Domineck Hilliard, 45, who investigators say has no fixed address, was arrested early on Friday, Feb. 3, by police investigating a reported domestic incident at the Elevations One Apartments in the 14300 block of Bellona Road.

The incident was reported shortly before 2:45 a.m. on Friday morning.

According to police, the investigation found that Hilliard got into a verbal altercation with a 45-year-old woman that rapidly escalated to violence, ending with the former pepper-spraying the latter in the face.

Officials said that after spraying the “caustic substance” on the woman, he then forcibly took her phone away as she attempted to call the police, and proceeded to flee on food.

The woman reported minor injuries.

Officers, including a police K9, were called in to canvas the area, though Hilliard remained elusive. Arrest warrants were obtained for him later in the day, and he was ultimately tracked down.

Investigators noted that Hilliard was also wanted on charges stemming from a similar incident with the same victim on Wednesday, Dec. 28.

Hilliard was charged with:

  • Two counts of felony assault with a caustic substance;
  • Preventing the summoning of law enforcement;
  • Simple assault.

His court date is pending and bond information was unavailable on Friday.
